REDUCED TO A LOWER CHARGE?

I STAY IN THE STATE IN MICHIGAN. IN 1999 I WAS CONVICTED OF EMBEZZLEMENT OVER $100 WHICH WAS A FELONY THEN. NOW IT'S A MISDEMEANOR. IS THERE SOME WAY I CAN HAVE IT REDUCED.

Almost certainly not - legislatures rarely make such laws to apply retroactively.

That depends, you will need to read the law.  The law will tell you if it's for future violations or all violations.  It probably won't help you, they usually make laws for the future so that everyone who has committed the crime doesn't try to get out because of the new law.
