  1. If you want zones of interrogation that are more than a few inches in diameter, then you need to use *active* RFID tags, not *passive* tags.  These are much more expensive than passive tags.  

    For VHF active tags, the range can be several feet, so you would need to set up zones with those diameters (see the specifications for the tags that you end up buying for exact distances), with a interrogator located near the center of each zone.

    Each interrogator should be connected (wire, or wireless) to the central processor, and software needs to be bought or written to keep track of all the IDs in each zone, and track them when they cross from one zone to another.
