RISK 2210: Can MODs in ocean territories attack land territories if the Sea Commander dies?

A player needs a ocean Commander to enter sea territories, but does a player need an ocean commander to leave ocean territories?

  1. The rules are structured so that a player requires a Naval Commander to attack _to_ or _from_ sea territories.  If a player does not have a Naval Commander, any MODs that are in sea territories are stranded until the player again acquires a Naval Commander, though another player with a Naval Commander may attack them, and they may defend as normal, and they could toward contiguous territory for determining redeployment.

    "Invading Water territories is similar to invading Land territories with the following exception: you must have a Naval Commander in order to invade in to or out of Water territories.  If you do not have a Naval Commander, no units may invade from land from these territories, nor may units already in Water territories invade, even if it is back onto Land.  However, units on a Water territory without a Naval Commander may still defend as normal.
