ROTC scholarship?

My nephew signed a contract for a ROTC Scholarship, and now has changed his mind and wants out. Is there a way of getting out of the contract.

I read on the ROTC website that, if it is his first year in the ROTC program, he can get out with no further obligation.  If he had a four year scholarship, obligation is not required until the start of his sophmore year.  This came from the air force rotc website but I'm sure all the branches have similar obligation requirements.
