RUDD A/C not running, only fan

Question

I had a RUDD unit installed last year at a condo at the beach. We arrived tonight and only the fan is running. When I go to look at unit outside, it isn't running. We've looked at the fuse box and thought of any way it's not getting power but can't figure it out. I'm sure the last time it was turned on because we do not rent the unit and were here last month but it was still cold and we didn't use it. HELP...we are burning up!
