RUGBY- Can someone explain the Rule regarding throw ins?

Sometimes England kick the ball over the side line and they get the throw in on the line outs, and sometimes they don't ?

If it was from a penalty, it is their advantage and counts as the other team has kicked the ball into touch.

If a team are awarded a penalty, they can do what is called kicking for territory. The ball is then kicked into touch ( over the side lines). and as a part of the penalty they do not loose possession of the ball, so they get to through the ball into the line out. Normally if the ball is kicked out then the opposing team get the line out throw.

when they kick the ball out its a penatly and when they dont get it it's because they didnt kick it out on purpose. and the line outs have to be straight or the other team gets a scrum

yep ...but just to add to the other two guys.....if it's a penalty the ball can be kicked straight out of play from an aerial kick...but if it is a kick to touch to gain territory it cannot be an aerial kick ,it has to bounce before the side line before it goes out of play ....the only exception is if you are kicking within your own 22 meter area it can go out (on the full)
