Radio Programming Plan?

Question

I have to come up with a radio programming plan (with rationale) for a (fake) oldies station, but I am unsure of what exactly a programming plan is any examples would help a lot

It's a Clock.....So basically you just include everything that you would schedule in that hour including your golden songs, commercials, sweepers, talk ups (front/back sell) and regular songs....goodluck

It sound to me like a rotation clock. It may look like this

Spot Break                                      3:00           20 past the hour

Must Oldies station use a clock with will play all Gold songs. 60's 70's song we all now. There spot breaks are at 20 past and 50 past the hour. sometimes 37 past the hour.
