Rally racing info-Europe-know a good website?

Hey, I am looking for some information about rally racing in Europe. A friend and I would like to get a car and start racing. I am looking for a website that has all the different racing levels and car requirements and restrictions listed.

We need lots of beginner info!

We will be racing in Europe-mostly Germany. Thanks for any info!

There is the WRC and the IRC plus a few smaller organizations I can't find right now.
