  1. Like dissolves like. Your dissolving in water so you need polar compounds, or those capable of donating or accepting h-bonds.

    2-butanol-- polar, capable of donating h-bonds, and accepting

    2-fluoro-- really polar halide. Flourine may accept an h-bond, not sure.

    2-chlorobutane-- polar, but not as polar as flourine and no ability to accept/donate h-bonds.

    HALOALKANES R NOT ABLE TO  FORM HYDROGEN BONDS WITH WATER EVEN THOUGH THEY R POLAR IN NATURE ,

    THEY R SOLUBLE IN ORGANIC SOLVENTS

    MOREOVER FLUORINE IS MORE POLAR SINCE MORE ELECTRONEGATIVE THAN CHLORINE................................... SO MORE SOLUBLE IN WATER COMPARATIVELY
