How much does it cost for a check up on 2 rats a year?

And how often should I go?

A vet is going to charge you the same amount that they charge for other animals like cats and dogs. Call your local vet and find out how much they charge for the office visit. Some are less expensive than others, so you may want to call around. I used to take my hamsters to the vet, and it was about $40 for an office visit. You should take them in for a check up about once a year unless you think one of them may be sick. In that case, you will want to call your vet immediately.

Rats dont need check ups nor do they need shots. The only time they need to be seen is when they are sick. As for cleaning the rats tail: yes you can use a bit of small animal shampoo with a soft toothbrush and use it to clean the tail. Hope I helped and good luck.
