I think Its a good deck but you need to put in stronger monsters like thunder dragons and also you should put in some Super-Electromagnetic Voltech Dragons because the effects are pretty good if you tribute a BM monster and it can have 34 att for 1 tribute.

I still think the Shining Angels aren't needed, you're better off giving the deck a bit more muscle with the inclusion of 2 T-45s.

-1 Smashing Ground

+1 Lightning Vortex

+2 Blue Thunder T-45

+3 Hand Destruction

With so many ways to call out the batterymen, You're better off ditching them to the grave with Hand Destruction to call back later with Battery Charger and Portable Battery Pack. This also helps you go through the deck quicker and reach your RftDD and Industrial Strength much faster (which is important now that RftDD is limited to 1).

I'd also suggest seeing if you could add in a 3rd Short Circuit.
