i rated a 3/10

first why you add luster dragon? Second there are so many banned cards. try to use best of crystal seer and also dark magic curtain etc.

I give it a 2/10. Too many cards that can't be used and I'm also saying that I don't see any strategy or connections between those cards. A good connection/strategy is this: Dark Magician of Chaos+Mage Power+Diffusion Wave-Motion+ ALOT of spell cards and trap=All your opponent's monsters on the field are destroyed and removed from play letting you attack straight. Since Dark Magician of Chaos is on the field you can allow your opponent's weak monsters destroyed with him and I would use Skill Drain, so monsters like Man-eater bug can't use their abilities.

It's not worth rating, no offense. A terrible deck, and honestly that can't be even considered as a deck. More like a "random-cards-I-put-together-because-the...

cards-are- all-related-to-spellcasters".

It's full of random cards you don't really need, and you have no proper theme. Trying to build a deck that has "multiple" purpose (like yours, above) usually end up having no organized gameplay during a duel. Personally (and I think many would agree with me), I think it's just a deck concocted by a YGO enthusiast simply because he liked what the cards do or  is a fan of the Spellcaster Archetype.
