Rca 5.1 surround sound help

Question

i have b ought a rca 350watt or 300 watt 5.1 system but when i plug it into my apex tv only 2 speakers work.When i go to setup on my system i do sound tone so it makes a noise through each speaker at a time and they all work.It still onlyplays 2 speakers when its in stereo and surround.What is the problem

Change the audio to 5 channel stereo if it is available.  Most television programs only broadcast in stereo sound.  Does it do surround sound with dvds?
