Reactivating my account with Paypal

Question

I had an acccount with Paypal few years back. I had forgot the account #since I did.nt have any transaction thru them since. There should be some $ in my account. I have new Email address now. My physical address is still the same. Now I just bought something thru E-bay would like to reactivate my account with them. How do I do it?
