Read-Only Cd Breaking

I got this promotional cd and was wondering how i can format it, it will not allow me because it is a read only.Is there any way i can break this

You probably can't reformat it, I'm sure it is a CD-R type disc.  CD-R by definition is 'read-only' and can be burned only once much like a CD-R (read) disc you would by inexpensively at the store.  Only CD-RW (read/write) discs can be rewritten on or reformatted.  It would be senseless for companies or promotional groups to put out materials on CD-RW discs because they cost more than the write only once (CD-R) type.  Hope this is what you are looking for.
