Most authors don't want to give their books away for free. However Cory Doctorow will. So will Baen Books.

However don't deal with any online site that scans a book and steals from the author. Stephanie Meyer and J K Rowling both have had books stolen by others.

So if it is on an author's website or publisher's site--it is legal. Otherwise make sure it is a classic out of copyright. Don't deal with a book pirate.
