Ready to submit application for ins for legal residence but problem with my husbands birth certificate?

i will be applying for I-130 but one of the requirements is to send in my husbands birth certificate to prove he is a U.S. citizen. We just found that his birth certificate has a different last name than the one he has used for over 25 years. Does anyone know a way to go about this for INS process to prove his citizenship using his birth certificate, also there is no court order or records of change to the last name he is using now, it is very confusing thing. Don't know what to do, and need to file ASAP/

Include with your application a letter of explanation and a copy of your marriage certificate. Also, any other proof of ID you may deem helpful.

You may be asked for an affidavit from one or more people who have known your husband over the last number of years!!!
