Whats your statistical basis of stating that its declining? Although an overall decline could easily be attributed to the usual suspects such as gradual industrialization, government apathy, wrong agricultural practices, focus on single cash crops instead of rotational farming, small farm sizes, increasing farmer debt, high reliance on energy-intensive methods with lacking subsequent government infrastructure. But if you look at it closely these problem have been in existence since long time with no concrete solutions.

Are you talking about Native American Indians or people from India? If you're talking about Native American's, it's because they were pushed off of their lands to more undesirable places & couldn't work the land like they did before.
