  1. For your three questions, it not so much that one place is generalized as easy or hard, but that different areas rqire more or less input to make them produce. Soils are washed into valleys from higher areas leaving exposed in the heights the parent material, the rocks and gravelly sands, while the lower areas receive that good soil and parent material is then much deeper. Higher areas are frequently cooler or have greater variation in temperature that is not as conducive to best agricultural production. The mountain ranges in the west are huge factors in how and where rain falls and where runoff is concentrated for use in growing/ farming. So look at climate differences and weather patterns as well as geography and location with respect to agricultural zones. See links below.
