Rebuilding Sharp fusers

I have been having problems when I am rebuilding Sharp fusers. When I rebuild one I am getting unburned toner on the paper. If I do 10 copies on 7 or 8 burn the image correctly. Am I putting something on wrong? Should I be replacing the thermistor, lamp and rollers all of the time? Thanks!
