Recently a friend of mine had to clean up a large blood spill on a floor from a fatal accident ?

she is in housekeeping, only had gloves on and used rags to clean up the blood. Is this against any standard that must be met within a hospital

no that is standard but she should have been wearing a mask, and the rags should have been placed in a Bio-hazard box.

To add to EMT's answer, she should have had protective eyewear on also towards the way of BSI and PPE. It's not required, but you don't know when something will make it splash or drip.
