Record your desktop actions, similiar to fraps?

Fraps can record what you do in-game, is there a program that records things you do anywhere on your computer.

I see people using something like this for youtube tutorials.

Try Hypercam. It records your desktop in game and out of game. It also can take screenshots and record portions of your screen and still function just as fraps and its free.
