  1. Basic multi-track recording can be done for under $100:

But if by "fix my voice up" you mean correct the pitch and add effects, etc. you'll need software and an audio interface.  This is going to set you back several (>3) hundred dollars.  I'm not discouraging you, but those are just the facts.  Musical equipment isn't cheap, and the high-end software is criminally expensive, IMHO.

EDIT: Just to give you an idea, here's a hypothetical setup that would include everything you'd need to record and mix good-quality music:

    -Soundcard ($200):

    -Mixer ($50):

    -Microphone ($100):

    -Software sequencer ($600):

    -Vocal-processing plug-in ($150):

    ---------

    Grand total: $1100

If you do your homework, you could find cheaper solutions for your particular needs.  Check this site out and ask a lot of questions on the forums:

They're professional musicians/producers and I found them to be really helpful when I was in your shoes (not too long ago!).

    Good Luck, and have fun!
