Recording off PC via TV?

If I connect my laptop to an LCD or Plasma TV with a VGA cable, will I be able to record streaming video appearing on the TV from the laptop with my DVD recorder tuned into the VGA channel?

Impossible

The VGA port is an output port only on your PC and an Input port only on your TV.

You need a PC with a video capture card or an external usb-based video capture dongle.  You also need a TV with a video out port or some other TV source.
