Is the metal spirals on notebooks recycleable?

It's feasible if a facility in your area will accept it.  In my area, it would have to be taken to a scrap metal yard or a specific recycling drop-off center.  You can probably find out from your county's web page where yours should go.

Yep. Almost all metals are recyclable.
