Red Rump Parakeet Help...?

I need some hlp knowing how i can train some red rump parakeets.. maybe any parakeet..

do i leave it to eat nothing?.. if i do it just sits there and when i tell it to bit the stick it just ignores the stick like it's bored...

what do i have to do to clip a birds wings what does that mean? im not going to do it but the vet is but im just wondering what it is...

also what food do i use to train them i don't really know what they like...

and what cleaner to clean the birds cage? im not to sure...

ANYTHING ELSE I NEED TO KNOW ABOUT PLEASE LET ME KNOW THANKS!!

    Wing clipping is simply clipping a bird's flight wings so that it is unable to fly. Don't worry, if doesn't hurt the bird at all! Clipping the wings of a pet bird assures it's safety in a house. In other words, it prevent the bird from flying into dangerous places.

    The diet would use for your parakeet is a good quality cockatiel mix; also a separate bowl for millet, millet sprays, greens and egg food. I also give mine willow & fruit tree branches especially when budding for the birds to chew on.
