    The people who are saying that they are complementary colors are also right, but you have to clarify how that question is meant.  Red and green are what kinds of colors in terms of EACH OTHER or in terms of themselves?

    In terms of each other, they're complementary.  In terms of themselves, red is primary and green is secondary.  In case you're wondering, a color you make by combining a primary with a secondary (such as turquoise which is blue + greeen), is called tertiary.
