  1. It depends on the style but in traditional Japanese/Okinawan martial arts it signifies one who is usually 8Th degree or higher and awarded the distinction of Soke for that art.  This means that they are a practicing master and one whose style and art has bestowed the obligation for maintaining the standards as well as helping to be the store-holder of all the techniques and knowledge that the style embraces.  In those styles there usually was only one Soke.  The master of a style would wear a red belt with gold threaded through it but most of them were so old that they would not be practicing masters per say.  I have seen some styles or independent organizations over the last ten years issue red paneled belts to 8Th degree or higher without the designation of Soke.

  2. In traditional Japanese jujitsu, the red and white panelled belt is permitted to be worn  worn from:

    - 6th Dan (rokkudan) - black or red and white belt

    - 7th Dan / Master dan (shichidan) - black or red and white belt

    - 8th Dan (hachidan) - black or red and white belt

    - 9th Dan (kudan) - red belt

    - 10th Dan (judan) - red belt.
