you can pay someone to machine polish your car. These guys are usually called auto-detailers. Your local car valet people may be able to help you too.

Basically you puty cutting compound (an abraisive paste) onto a buff and polosh the car. Much cheaper than a re-spray - but not recommended for DIY. You can burn through the paint if you dither!!

Yes but be careful with abrasives. If your paint is dull and down to the last layer, you may end up with ugly blotches. Do not expect miracles. These products are for a relatively healthy "thick" coat that lost its top luster. remember every time you wash your car, it sheds some paint particles reducing the pant "thickness". If your car looks like it needs a paint job,  it  might just need one, sorry to say.
