Red turtle bump?

Question

I have a red ear slider that has a small red bump on it's left front foot and the bump is under it's foot and what do I need to do to help it, and is there any med's that i can give it or put the bump..... I never know that it had the bump and the first time i seen it was on june26,2008....

the pet has developed red patch on its neck and has become a little lazy since this night. please let me have remedial measures the overcome this.
