Refrigerator not cooling.

Question

Lights come on and evaporator fan in freezer section runs. Fan in condenser section runs. The lights blink when power goes to the compressor but they quickly blink again like the compressor is trying to turn on but can't. Is this an indication that the compressor starter may be defective or the compressor may itself may be defective?
