Refrigerator will not stay cold

Question

I have a frigidaire, side by side model.  I just moved and now the refrigerator temperature stays at 60 or higher, spoiling all food.  I changed the water filter, to see if that would help because it does not make ice either.  What can I do to avoid the repair cost and get this thing working properly
