Refugium and sump or just sump?

Question

I have a 60 gallon reef tank with 60 lbs of sand, 60 lbs of live rock and a 30 gallon sump with skimmer, UV sterilizer, heaters, phosphate reactor and chiller with pumps for everything. I was thinking of adding a 40 gallon refugium along with the allege, rocks, special mud. Is this over kill or is it needed?
