Regarding Foreign Employment?

I want to move to France, Germany or Luxembourg so that I can live closer to my girlfriend in France. Which country am I more likely to obtain a work visa in and what do I have to do (step by step) to make this happen? I contact one of their consulates, granted. But then what? And do I really need to find an employer first, or is there another way?

Any names and numbers/e-mails of employers willing to hire an American with no skills save customer service and restaurant managing?

Please, this is serious and if anyone can directly refer me to someone who can answer these questions, your response will be greatly appreciated!
