If it is the first turn on the game, then no.

If the card says you cant, then no.

If it is a fusion monster that was fusioned summoned, then no.

Otherwise, you can attack with your summoned monster

All monsters (normal, effect, fusion, ritual or tokens), can attack on the turn they are summoned, except if it is the very first turn of the duel or if it is stated so on the card text of the monster.

Yes, it can but not on the first turn but otherwise it can unless the monsters or a cards effect on the feild says it can't.
