Region 4 dvd?

Will a region 4 dvd play on american dvd players? Or a PS3?

Region 2 will not even play on american DVD players.  The real problem is the NTSC television.

Sometimes a cheap DVD player will play a few "regions", but the TV set will not.

REGION 4  Caribbean, Central America, Oceania, South America (except French Guiana), Mexico

No. The US is Region 1.

You will have to get a hold of a Region-free DVD player, likely having to import it from outside the Country. J-list.com based in san diego, has access to some from Japan.
