Registering a car more then 10 yeas old with out title in NY?

It depends on whether or not the vehicle is titled.  Is it older than 1972?  If so, no title would be issued in NY.  Anything newer than that, once registered, gets a title in NY.  If it is newer than '72, and you have no title (I'm assuming here that you've purchased the vehicle) then there is a bonding procedure that you could go through but from what I understand, it's expensive.  Check with the nys dmv at 1-800-225-5368 or www.nysdmv.com
