  1. A no spark condition is very common on small engines. The ignition systems are very simple.. Anybody with old school motorcycle experience should be able to figure it out fairly quick. While $400 does seem kind of high even to me..I will tell you this.. shop rates for small engine repair are much higher than for standard automotive work.. because the people and knowledge are highly specialized.. and if your ride is a particularly rare, vintage, or  unusual model, parts may be hard to find, and thus more expensive. So have one place diagnose the problem, and then shop around for a price to have it fixed..

  2. all it probably needs is a new mechanic they are trying to **** u the little box that the spark plug wire is coming out of is most likely what it is

  3. No spark could mean many things: bad spark plug, bad plug wires, bad magneto, etc.

$400 is way too much.  They figured you can't fix it so they are over charging you.

If you figure $100 for parts (max) and another 1 to 1.5 hour for parts, that would come out to $200 to $250 MAX (and i'm figuring $100 per hour labor - way high).

    Good luck...
