Good question.

I know a few single fathers that get NO child support at all. the mothers were told to pay but never did. I don't know why the double standard here the child needs to support and believe me I know how hard it is to make ends meet one ONE pay check.

What can be done? I don't know but something needs to be done so the kids can get the support they need. it makes NO sense if the parent is the mother or the father if your ordered to pay support you should pay. this is a good question that really needs to be asked. wish I had a better answer for you. and for the kids. after all the kids are the one that suffer. God Bless

EDIT: I should point out that a parent should have to pay support ONLY if they are found to be the father some fathers are paying for kids that are not theirs so that should be made sure of right away to be fair.

I do NOT get child support so i don't know how bad the system is right now.

The one thing that can be changed is how the money is spent. Instead of a lump sum, there should be some sort of voucher redeemable for food, shelter, education, etc.

EDIT: As for enforcing payment, I have no idea.
