Adjusting picture size???????

how do i lower the picture size of a pic to send online ??

the best and easiest way if you don't know any specific programs is PAINT. You open picture with paint go to image then stretch/skew and the change the percentage of the stretch.... its easy and fast!!!!!!!

P.S. this way is with out any spatial tools like photo shop and so on.
