Adopting from Thailand?

My parents just came back from Thailand. They have a cousin who would like them to adobt one of their kids so he can live in the States.

Does anyone know what the adoption process would be for this?

How about hosting the family so they can come to the states?

Other than that it may be easier to do a custodial agreement because I am unsure if Thailand has adopted the Hague Conventions adoption stipulations thus making it impossible to adopt from there. I would consult a family law attorney on this.
