American Student Visa for Nepalese citizen?

I am in Japan holding working visa now.I am planning to study in America sometime soon as a student visa.I was rejected once when I was a student.That was 3 years back.What is the good process, please help....

Apply to a university.

Receive an I-20

Pay SEVIS fee

Apply for an F1 (student) visa at the U.S. Embassy.

Nothing as changed.
