Any good Dermatologists located in the Toronto or Richmond Hill area? Also, will my Health Card be enough for the visit, or would I have to pay?

You can not go directly to see a dermatologist without referral.  You should see your family doctor first, or if it's urgent, you can go to any walk-in clinic. If they  think it's necessary, they will refer you to a dermatologist.

All the fees for treatment will be covered if it's not for cosmetic purposes. But you have to pay for the medicines if they prescribe any. Many companies buy commercial insurance for their employees to cover medicine expense. If you are not sure, consult your employer or HR. Also, you may want to keep your medicine receipt for taxation.
