Apartment Community Problems

I live in a pet friendly apartment complex, my problem is that a large population of the dog owners are not cleaning up after their dogs - I am searching for a way to encourage my neighbors to help keep our housing nice.

Based on the sheer number, I believe that their are many people who are not cleaning up after their pets, not just one or two persons. Also, I have never seen anyone leave the dog dirt, so I can't confront anyone. Finally, my complex does supply bags on the pathway so it is their will, not lack of sanitary supplies.

Complaining to management seems fruitless since they are not the issue. Also, I should add, that I am a dog owner and am sympathetic, but the problem is getting out of hand.

Besides continuing to clean up after them, I need better ideas.

First of all, I symathize with you.  It is the dog owner's responsibility to take care of their dogs "business".  I would talk to the manager of the apartment complex.  Perhaps you can talk them into hanging up some posters or notices about keeping the apartment beautification, etc.  A sign to encourage dog owner's to pick up after their animals and be responsible and respective to others.  If that doesn't work, perhaps the manager can invoke a fine of $5 or $10 for every "pile" that a maintanance worker has to pick up.
