  1. For the most part you have to pay all utilities on top of monthly rent.  It is rare to find a landlord  that will have your utilities included in rent.  the landlord might pay for water and that is it.

  2. it depends on the landlord. the landlord has control over utilities options. i live in los angeles and my landlord provides for all utilities - water, electricity and gas. the next door apartments don't.

  3. Depending on market renting conditions landlords will include "incentives" to get potential tenants.  Some or all of the above may be included.  Some landlords may even throw in parking and cable TV.  It's entirely up to the landlord so don't go around comparing suite to suite.  The neighbor may have been able to negotiate a better deal when the vacancy rate was higher.

  4. Depends upon the apt.  Make sure you understand who pays BEFORE you sign the lease.
