Sounds like he would win, but I don't know...

Apocalypse is able to give himself pretty much any power he wants. He could give himself superhuman strength suppicient to stand up to the Hulk, and also give himself some sort of gamma-radiation-manipulation to force Hulk to turn back into Bruce Banner (I think there is someone who has been able to do this to the Hulk before, but I can't remember who it is).
