Yes and NO.

Its a figure of speach.  Cutting off circulation will cause any area of the body to turn blue like.  The term is used for a dull ake felt when a male gets close to shooting his load but is then backed off from doing so.

The testes get a bit harder bigger and tender to touch.  the temperature drops a slight bit making them feel cooler.  this may be the body trying to prevent the spem from dying.
