Are figure skaters always couples?

no, they can be brother and sister, maybe  you are talking about Ice Dancing, yes most of them are married couples

No, pairs and ice dancers are not always couples.  Sometimes they can be brother and sister teams or perfect strangers from opposite ends of the country to begin with or even are already married by the time they meet their current skating partner.  Many times after spending all that time together, cupid comes a long and they get married.  That happens with singles skaters too.  It's just like any other cleche.....doctors marry nurses, flight attendants marry pilots, etc.  And in some cases, a couple may skate very well together, but totally hate each other.  :)  Many teams split for various reasons and skate with many different partners through their career.

i think you are thinking of ice dancing or pairs,

but even those arent always couples, theres brother/sister, just pairs cuz of rinks, and all kinds.

In ice dancing and pairs skating some of them are couples, some are siblings and others are just friends.
