Are french police helpful?

cuz I heard they are pretty mean to americans, and don't speak english.

The French police are very helpful if you are courteous to them.  Their ability to speak English?.......varies.

Why would you think they should speak English?  The official language of France is French.

Do the American police speak French and every other world language to accommodate tourists from other countries?

One concrete suggestion is that if you are going to be driving in France you should get an international permit (basically it is a translation of your American driver's permit), to facilitate things if you should have an accident.  Otherwise, I can't think of any reason why you would need to interact with the police.
