  1. Technically, any modification you do to a car is not legal.

    But in your case, as long as you don't change your bulb to something crazy (purple/green or super 12k HID) you are in the acceptable range.  


  2. Call the local police station and ask them if "LED PROJECTOR HEADLIGHTS" are legal in your state........and that way you will know for sure....

  3. I don't know what they mean by "black" headlights.

    Federal vehicle law requires headlights to be white. Any other color is illegal.

    As long as it puts out white light in the proper beam pattern you should be okay.
